You weave around the spikes first, going over 2 opposite ones, crossing over at the central knob, ... and then the next pair and so on. When all petals are prepared (this is the loom), you start weaving around(alternating ivee/under) from the center out to desired width. My MIL made a set for my saree and later gave me the tool, too. I'm sure you will find plenty of videos online.
